L. Beth Sutherland

Ms. Sutherland is a highly motivated, results-oriented, hands-on professional with 18 years of emphasis on complex high-profile public acquisition projects, including program and project management. She has a proven track record of initiating process quality improvements and proposals, managing project risk, monitoring project progress and status, recommending priority of initiatives based on availability of resources, identifying resources and preparing budgets and performance reports. Ms. Sutherland is experienced in the analysis and development of programs necessary to ensure expectations and goals are met in compliance with all federal, state and local rules. Ms. Sutherland possesses special expertise in working with public and private infrastructure agencies and companies and presents superior communication skills while demonstrating leadership, management and organizational proficiency.

• Manages and conducts high level negotiations including complicated high value acquisitions pursuant to statutory requirements specific to 49 CFR Part 24, ORC Chapters 163, 6119
• Develop and implement strategic programmatic guidance in meeting client objectives and goals
• Develop innovative approaches to improving process expediting project delivery for time-sensitive projects
• Manage budgets, prepare cost estimates specific to all aspects of the acquisition process, including purchase prices, relocation costs, appraisals, real estate titles, environmental assessments, staffing, and demolition
• Analyze staffing needs and prepare staff management plans proposing the management of staff resources throughout the life of projects and providing recommendations for securing staff with skill sets and experience necessary for successful and timely project completion
• Provides staff support to contracted employees and consultants
• Act as liaison with FHWA, ODOT and other government entities to ensure standard and early acquisition procedures and practices are compliant and aligned with potential funding sources
• Oversee contract procurement, monitor environmental assessments, and supervise the activities of all full-time right-of-way consultants situated as augmented staff
• Consult with clients to ensure efficient project delivery by contracted staff
• Provide training opportunities to employees, contracted staff and consultants in advancing
